The registry key used to disable Task Manager... is a olicy key found here:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System

DisableTaskMgr

It certainly sounds like you may have some malware since you can't access
task manager or regedit. Since you didn't really give us any information
about your computer, its recent history, or what services you want to
disable, I can only give you this general malware removal advice:

You don't have both McAfee and Norton installed, do you? That certainly
could cause a great deal of problems on your system, but it wouldn't
disable regedit/task manager.

Why have you formatted your computer twice? Are you continually getting
