XP SP2 Firewall Not Working



I tried to install SP3, but it froze my computer so badly that I couldn't
even boot in safe mode. After removing it (per instructions found on
Microsoft's site), my Firewall no longer runs and I was unable to reinstall
it. I've tried many different solutions, such as
http://support.microsoft.com/kb/329637 and
http://support.microsoft.com/kb/920074/en-us, as well as "winsock reset",
etc., but none work.

When I try to reinstall it using the info in the various knowledgebases, I
usually get an error saying "This application has failed to start because
dot3api.dll was not found. Re0installing the application may fix this
problem." I do not know what application to reinstall and I cannot find any
info on the dot3api.dll.

Any ideas?
