Reinstall windows, or run recovery console to restore previous settings.
Also you might just need to have a look if any Taskbar & Start menu properties changed, if yes just readjust them.

Woke up and found my desktop was different, icons re-arranged, and new icons
on bottom tool-bar(microphone,speech tools,handwriting, drawing pad). Try to
change my desktopimage back to original, but does not go. all history in IE
is gone. What's going on? Any help would be appreciated.
