Granting users rights to disk management possible?

Hello,
I have a need to grant non-administrator, non-power users rights to use Disk
Management in order to format external SCSI drives from a proprietary
solution on a regular basis. I've used GPEDIT to grant these users rights to
"Perform volume maintenance tasks"
as well as interactive users rights to
"Device: Allosed to format and eject removable media"
With no luck as yet. The error message received is:
"you do not have access rights to logical disk manager"
If I add them to local admins they are able to open the Disk Management MSC
with no issues. Any hints? I've searched everywhere for a solution.
