I assummed you had type 'compmgmt.msc' into the run command not accessed it
from 'control panel/administrative tools/computer management' applet.

Try this:
Click Start, Run and type:
regsvr32 msxml3.dll
Press Enter
You should get a confirmation that the dll regserver was successful.
Try accessing it again
