Disable the ability to change the clock setting

I run a small business that uses a PC running XP Pro and Attendence RX
timekeeping software which I can use to have employees punch in and punch
out, and then I can receive reports on their time worked over certain pay
periods. The problem I have is that by changing the system clock an employee
can alter the timecard punch times. Is there any way to disable the ability
to change the PC time so that I don't have to worry about employees tricking
the system when I am not here?
I have read about Windows SteadyState for this shared PC, but it looks
rather complicated to set up when all I really want to do is to lock out this
one feature.
I also read about Clock Guard, but I am not convinced that Windows XP
doesn't have this ability.
