You should not turn off your firewall. As nass said in his reply to you,
make sure the Firewall isn't blocking the correct port. You can also set
the FTP program in the Firewall as an exception. You didn't mention what
antivirus/security programs you have installed. Make sure that whatever you
are using doesn't also have a firewall component (many of them do) because
you only want one firewall active.

Don't Panic!
Many thanks to everybody. I finally found out that the factory
installed something called Symantec Client Security. When I removed
that, my FTP worked fine. Life is good, thanks to you all.
