I followed the links to that same site and even installed Regcure and ran it
with no posative result. I am at my wits end so I will try a re-install of
Windows and see what happens then.

I have visited a few websites that address this error but none with
a solution that works so far.
I even tried a registry cleanup tool to no avail. I am at the point
that I believe it may be necessary to re-install Windows XP

Argle. OK - I'd try to run a System File Check (sfc /scannow).
You'll need your XP CD. Google for more iinfo.
