Since it appears that you can not install an antivirus nor Windows Defender it appears *likely* that the system is now owned by someone other than yourself, Miklos.
Is there any anti-malware software installed ?
You could try: Solving setup errors by using the SubInACL tool to repair file and registry permissions

At least you'll know if it's an OS glitch or malware then.
Suggest you try here if malware is suspected:

IF you can get that installed perhaps you will have a fighting chance against whatever the malware is.

There is no way for us to tell if there is "some global problem" on your system. You haven't told us anything about your system and we can't see it from here. ;-)
Most commonly failure to install antivirus/antispyware programs is because of pre-existing virus/malware infection. So you probably want to make sure your computer is clean by going through these steps systematically first:
