So you can get into Safe Mode, your user account/password just isn't working. What error do you get (exact text, please)?
Assuming this is a standalone machine and not a domain member, in Safe Mode try typing "Administrator" without the quotes. If this is a home machine running XP Home, you probably did not set a password for the built-in Administrator account and the default is a blank.
If this is a domain member machine, then you don't have a local user account and that's why your usual name/password isn't being accepted. If this is a domain computer, you need to contact your systems administrator for help because you'll need to log in as local Administrator and you probably won't have the password for that.
