Help with junction creation permissions

As an administrator, I am able to mount drive D as a directory on my C
drive. I would like to extend this ability to a regular user.

mountvol mntpt \\?\Volume{557a3bc2-bf82-11dc-b274-806d6172696f}\

This command works perfectly as administrator. As a regular user, I
get the error message Access is Denied.

I found this little bit of information:

Default Permissions
By default, the following NTFS permissions are set on junctions.
Microsoft recommends that you use these settings.
Domain\Administrators: Full Control
System: Full Control
Domain\Users: Read & Edit, Read

I understand why they set these defaults, but I need to change them.
I'm no expert on Windows security, so I'm not sure how to go about
changing this. Can somebody please point me in the right direction?
