It is more likely that the iPod doesn't require any special software and the
phone does. Many new phones require certain drivers be installed (software
even) to regulate the power from the USB port to the phone or the phone just
won't charge. Yours may be one of them.
Technically - I don't suggest you ever connect anything to a public computer
with your data on it. And anything you do connect to the public computer -
I would be extra careful connecting it to your computer at a later date.
