Desktop copy/move problem

Running XP Pro SP2. I just reinstalled XP over my old system. Now
whenever I download, copy or move ANY file to my desktop, when I go to
copy or move the file someplace else, I cannot under any circumstance
open that file or use it an any way. The messages, depending on the
file, tell me: Make sure the disk is not full, write protected, etc.
It is not! Other messages indicate that I do not have permission, etc.
Furthermore I canot even delete the file. Help!
