At this point we really can't be sure what you were infected with, exactly what you've done, and the state of the computer. If you can't run anything on the machine and don't have the skills to work around that - and I'm not saying this to hurt your feelings, just being practical - you have two choices:

1. Take the machine to a professional computer repair shop (not your local version of BigComputerStore/GeekSquad). Please be aware that not all local shops are skilled at removing malware and even if they are, your computer may be so infested that Windows will need to be clean-installed. Have all your data backed up before you take the machine into a shop. Data can still be retrieved even if you can't boot into Windows so ask the shop to do this for you.

2. If you don't want to take the machine to a professional, back up your data from outside Windows if necessary and do a clean install.
