Before wiping out Windows over a setting, why not look in the policy editor?
In the run box, type GPEDIT.MSC, and poke around in the settings. See if
there is any policy active that could hide the security tab.

Go to this path in each hive:
Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
If there is a DWORD entry with the name NoSecurityTab, and the value is set
to 1, change it to 0 and reboot.

is a member of the administrators group..
