What antivirus/security software do you have installed? Recent versions of Norton and McAfee products have their own Security Center. During installation, the user is asked if they wish to use Norton/McAfee's instead of the Windows Security Center. If the user says "yes" then the Windows Security Center is disabled. In this case, you would have nothing to worry about since the behavior is as expected. So check that first.
