Julia,
Did you look at Start > Programs (All Programs) to see if there is an Uninstall link for the Symantec product in question ?
Run gpedit.msc
User Configuration > Adminstrative Templates > Control Panel >
Setting = Prohibit Access to the Control Panel ( Set it to Not Configured )

Many months ago, I - as network administrator - decided to restrict user access to Add/Remove Programs using instructions I must have obtained from Microsoft's web site and I know it was as simple as clicking on either Enable or Disable on a line in Security Policy..
However, how that I need to regain access to this panel, I find that not only can I not access it - even from an Administrator login - but I cannot find the option I need to re-enable/disable. I think I've found the section of GPO that I amended but cannot see what I need.
Can you please help me to get out this predicament ?
If not, is there another way to remove a program called Symantec Corporate Edition (or is it Client Security) ? That's all I need to do as a matter of urgency because its presence prevents our new anti virus software from updating !
Thanks in advance for your help.
Regards,
Julia
