Ok, I did a scan and found 2 trojan virus's, I could not remove them. I even
diabled the system restore option and still Norton will not delete or remove
them. Ideas?

How do I fix my Adobe CS and other programs?

No, that fix is specific to Task Manager being disabled. If this is
affecting other programs, its possible that various folder permissions have
been screwed up, as well.

this fix in the registry fix this issue also?

Or do I have to fix this somewhere else?

Virus scan found nothing, and spyware scan removed some tracking cookies.

Rebooted in regular mode same issue also same in Safe mode.

Ideas?

I did try this. I booted in safemode ran Symantec Anit Virus and also Ad
Ware

I have had no issue at all for a long time and all was
well.
Then this week I was on my pc (Windows XP SP2) and went to shut down
the
pc,
but when I went to Start to look for shute down it was not there and
neither
was the Run command. I researched online and found out it maybe

quickinfo virus. I followed a few steps and got back the run command

shutdown button. I though all was fine but now when I go to open
Adobe
Photoshop CS I get and error I must have Admin rights to load

shuts down. I looked at user accounts and their is only one mine and

has
admin rights. Also if I hit ctrl+alt+delete it says it has been
diabled
as

do not have admin rights.

How do I fix this issue?

Is this the name of the virus I have, or is it something else?

Open a command prompt (CMD) from accessories menu -> type
"gpedit.msc"
expand the user configuration node -> expand admin templates ->
click
"Start
Menu and Taskbar -> int he right pane look for "remove run menu from
start
menu from start menu" it should be set to "not configured" if it is
double
click it set to enable, click apply, then set to disable and click
apply.
if
it's set to enabled then set to disable. Reboot and see if run's
back
on
the
start menu.
