Go to Control Panel and double click Administrative Tools.
In the Administrative Tools folder, double click Services.
In the Services console, scroll down to Security Center.
Right click on this entry and select Properties from the
menu.
Make sure the Startup type is set to Automatic.
Under Service status, hit the Start button.
Click OK.
Note: Check that the Windows Management Instrumentation
service
has the same settings, Automatic and Started.
