Addendum - I just reread your original post and realized that you are trying to dial up to join a domain. Sorry for my misreading and please disregard my previous post. I've never used this dialup function because all the domains I've set up use broadband networking for a WAN. I did Google for "cannot set connection to dial up to a domain" and got a few possible links to follow.

If they aren't helpful, then all I can suggest is:
1. Ask your IT Dept. to deal with this.
2. Call Microsoft tech support for servers - expensive but excellent.
3. Post in one of the server newsgroups - http://aumha.org/nntp.htm - list of MS newsgroups
