I have a PC (Windows XP) where if I Ping domain name I have an answer
from a domain in an other state, but I would like to have an answer

Ask vague questions, get vague replies. Yeah, like we're supposed to guess what is the problematic domain to which you are trying to connect. Ask the admins of whomever manages the domain to which you are connected regarding your TCP setup.
