Permission Denied for Executable

Greetings,
With XP SP2 set up for a network, I had been running Pinnacle HD TV Pro
Stick fine, then a "PMCLOADER.EXE exception suddenly started.
I uninstalled and reinstalled the Pinnacle app, finally an upgrade in safe
mode. Now I get "The application failed to initialize properly (0xc0150002)
.. ." on the new PCM.EXE.
In fact, during the safe mode, I got a message to the effect that the group
administor had a policy violation or some such, that claimed to stop the
install, but it went on through.
How do I get permission for this executable? Or do I have some other
problem?
Any suggestions?
