Restricting Removable Media, Per User

I need to restrict permissions to any usb drive that is placed into a
computer on a per user basis. I don't have a server, so I can't use
the Group Policy for
this. I also don't want to use the registry editor every time that I
need to use my drive. I just
don't want an employee taking home company documents. Also, I have
tried the
registry edit (change the key from 3 to 4) and tried resetting the
permissions on usbstor.inf etc. I
also found that there is a simple program to fix the problem, but
don't want to use that, either. All it does is change the registry
value mentioned above. I need the change to be automatic w/o any
action from the user. What next?
