Not unless you've an OEM installation and the computer manufacturer provided a utility for that purpose. However:
If it was a retail license and you have proof of purchase:

If it was an OEM license, you should contact the computer's manufacturer.

You should be able to use Belarc Advisor from http://www.belarc.com/free_download.html to find the Product Key. (If you have a factory-installed OEM license, and haven't since reinstalled the OS, the revealed Product Key is probably of the drive image used at the factory and not your specific Product Key; therefore, it probably cannot be -- and definitely should not be -- used for a re-installation.)
As time progresses and you upgrade your components on the computer, it is better to re-format your hard drive (so i have been told),....
Don't listen to such poor advice; the only time it's truly necessary to re-install the OS is if the hard drive fails.
... how can this be done without having to buy another disk?
As above.
