Open "My Computer", right click on the CD/DVD drive icon and select
"Properties". Click the "Recording" tab and then uncheck "Enable CD
recording on this drive".

You can also completely disable built in XP CD/DVD writing by
disabling the XP IMAPI service. Control Panel -> Administrative Tools
-> Services ->IMAPI CD-Burning COM Service -> Startup Type ->
Disabled.

If you have 3rd party burning software installed you will need to also
uninstall it.
