Can you be more specific describing the steps? Which Service Pack level is Windows at now? When you reinstalled did you format the system partition before installing Windows again?

Do you have good backups of your data? If you do, you might save time by doing a clean format/install. From your post, it sounds like your install was not entirely clean.
