You've got it exactly backwards: What would be the point of an administrative account that couldn't be used for administrative purposes, such as resetting passwords?
If you don't want another person to have complete control of the computer, don't grant them administrative privileges. (And, judging by the fact that you had to ask this question - no offense intended, you also don't know enough to safely use a computer with administrative privileges on a routine basis.)
