I ran the system file checker did throw up some events (looks like 3 pairs
of events) -
Windows File Protection scan found that the system file
c:\windows\system32\oembios.bin has a bad signature. This file was
restored to the original version to maintain system stability. The file
version of the system file is 0.0.0.1.
The protected system file c:\windows\system32\oembios.bin could not be
restored to its original, valid version. The file version of the bad file
is
0.0.0.1 The specific error code is 0x800b0100 [No signature was present
in the subject.

Windows File Protection scan found that the system file

Thought I'd try the link shown in the event viewer (For more information,
see Help and Support Center at http://go.microsoft.com/fwlink/events.asp.)
but it threw up the "Help and Support" error I mentioned inmy first post.

nusrmgr.cpl is User Accounts.
Start | Run | Type: nusrmgr.cpl | Click OK

Thanks - I will try this to cure the mshtml.dll problem, BUT... ...and
this is really strange:
I tried rebooting and then double-clicking User Accounts - same old
problem. Then I switched from Classic View to Category View in Control
Panel and opened the User Accounts with no problems, set up a new user,
etc, etc
Then I switched back to Classic View and... ... it also worked fine!!!!!
It seems very unlikely, but that's exactly what happened. Make any sense
to you?

mshtml.dll normally exists in
C:\WINDOWS\system32
and
C:\WINDOWS\system32\dllcache
or
C:\WINDOWS\ServicePackFiles\I386
The mshtml.dll in C:\WINDOWS\system32 is the one that gets used. The
other one in the dllcache or I386 folder is for backup. If Windows
File Protection is working correctly, the following should help.
Try this.
Start | Run | Type: system32 | Click OK |
Size the window so you can also see your Desktop.
Scroll down to mshtml.dll.
Left click and drag mshtml.dl to your Desktop.
Wait just a minute.
Now scroll down clear to the bottom of system32.
Is there a new mshtml.dll there?
If there is a new mshtml.dll delete the one on your Desktop.
Close system32.
If there is NOT a new mshtml.dll drag the one on your Desktop back into
system32.
Close system32.
If there is a new mshtml.dll in system32, you'll see something similar
to this in the Event Viewer under System, listed as Information;
Windows File Protection:
Event Type: Information
Event Source: Windows File Protection
Event Category: None
Event ID: 64002
Date: 23-Apr-07
Time: 8:58:18 AM
User: N/A
Computer: GT5404
Description:
File replacement was attempted on the protected system file
c:\windows\system32\mshtml.dll. This file was restored to the original
version to maintain system stability. The file version of the system
file is
6.0.2900.3059.
If that doesn't help, try running the System File Checker. System File
Checker (sfc.exe) replaces screwed up system files.
Load your XP CD in your CD drive.
Start | Run | Type or paste: sfc /scannow | Click OK
sfc /scannow scans all protected system files immediately and replaces
incorrect versions with correct Microsoft versions.
System File Checker takes a while to run.
If you have XP Home and it asks for your XP Pro CD, see this KB
article...
You may be prompted to insert a Windows XP Professional CD when you run
the System File Checker tool in Windows XP Home Edition

If SFC.EXE did anything it will be listed in the Event Viewer.
Open the Event Viewer...
Start | Run | Type: eventvwr | Click OK | Click System |
Windows File Protection will be listed under the Source column. Look
at any Windows File Protection entries.
Explains a whole bunch about sfc.exe.

Suggestion 1 - executing regsvr32 jscript.dll and regsvr32
nusrmgr.cpl seemed to be fine but regsvr32 /i mshtml.dll throws up
the following error message
mshtml.dll was loaded but the DllRegisterServer entry point was not
found. The file can not be registered.
Suggestion 2 - 831430 - didn't help as the registry already had all
the correct settings
Suggestion 3 - takes me back to the same problem with mshtml.dll
encountered above.
Suggestion 4 - downloaded the fil and merged it - seemed to work OK
but didn't solve the problem
Is the mshtml.dll problem causing this do you think?

I have administrator priveleges and have set up a number of user
accounts in the past. But now when I double click User Accounts in
the Control Panel, all I get is a blank window with 3 "Learn
About" options on the left.
Any suggestions as to what the problem might be or how to fix it?
May be unrelated but when I click on Help and Support, I get a
"Microsoft Help and Support Center has encountered a problem and
needs to close. We are sorry for the inconvenience" message. Or
should I raise this on a different forum.
