I can confirm that those two files exist on the Windows XP installation CD, and contain the lines you list. Normally they won't be left on a computer after a successful installation, but if Windows was preinstalled by the OEM it may depend on how they configured the installation.

Is there any particular reason why you are concerned about these files?
