User Accounts applet is completely blank

I have administrator priveleges and have set up a number of user accounts
in the past. But now when I double click User Accounts in the Control
Panel, all I get is a blank window with 3 "Learn About" options on the
left.
Any suggestions as to what the problem might be or how to fix it?
May be unrelated but when I click on Help and Support, I get a "Microsoft
Help and Support Center has encountered a problem and needs to close. We
are sorry for the inconvenience" message. Or should I raise this on a
different forum.
