Not sure if this helps, but the settings that define whether windows
firewall is on or off on my system(XP Pro SP2) are stored in the
registry key:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\SharedAccess\Parameters\FirewallPolicy\StandardProfile\

you can edit the permissions so that nothing can be added (deny all on
everyone), and so that it cant be turned off. if you want to be able to
add programs, just set the permissions on AuthorizedApplications to
allow your account full control, but then any other program can also
add to that list.
