No, the system account can shut down the computer. The task isn't working because you have the command line arguments incorrect; try

shutdown -L -f

or use shutdown /? to see the correct arguments.

Also ME isn't the code for Monday. Try just M.

You could put the AT command in a startup script, but you'd wind up with multiple copies of the schedule. You could say:

at 18:00 shutdown -L -f

and that should work.
