Restart Windows, and then run this command (from Command Prompt):
NETSH FIREWALL RESET
= Open a Run command and type:
Services.msc click [OK]
On the services control panel make sure these serives are Automatically
started.
Security Accounts Manager
Security Center
Server
Close the Services control panel and Reboot your machine.
