I have a PC that will not let me change the IP settings in XPPro as I do

Your problem has nothing to do with the OP's problem. Make a new post and
include all the necessary details per this link:
http://www.dts-l.org/goodpost.htm
In the meantime, ask yourself The First Question Of Troubleshooting: what
changed between the time things worked and the time they didn't? Even
though you say you scanned with antivirus/antispyware programs, please
review these general malware removal steps:
http://www.elephantboycomputers.com/page2.html#Removing_Malware
If you followed similar procedures, you're done. If you didn't, it would
be worth going through them.
In your next new post - not here in the middle of someone else's thread -
please also include the reason why you are in Safe Mode with Networking.
