Does this happen while only the same user is logged on trying to view the
same share?? If it is different users then the other user may not have
credentials on the remote computer, correct share/NTFS permissions, or the
necessary user right. It would help to view the security log on the
computer with the share to see any logon failures at the time access is
tried are shown in the security log that may have a reason why access is
denied. Also problems with network connectivity and name resolution can
cause access problems. Try using the IP address of the remote computer
instead of the name to see if that makes a difference and if it does that
shows a possible name resolution problem which in a domain computer can
often be related to having the wrong DNS servers listed as
primary/secondary for any involved domain computers. Trying to ping remote
computer by name and IP address can also help determine if there are name
resolution or network connectivity issues.

a dialog requesting an authorized user name and password, while at other
times we are simply denied access with an error dialog that says we do
not have the required permissions. Both instances are from the same
wireless laptop. So, why isn't the connection dialog always displayed if
