Check the logs via Event Viewer to see if anything is recorded. Also verify
that the user is a member of the users group in it's account properties via
lusrmgr.msc. If problems persist it may be worth a try to reset permissions
back to default defined levels with the secedit command as described in the
link below and note you can use the /areas switch to specify that only
certain security areas are reset.

Hello,
I have XP Pro (upgrade version) and am having a problem creating a limited
user account. After I create the account and log in to it, the
explorer.exe
does not start and therefore I get no desktop, icons, etc. I have tried to
run explorer from Task Manager, but it will not start from there either. I
only have one other account on this machine which is an administrator
level
user. Can anyone advise how I might fix this problem?
