Apparently something is messed up with your Windows Security Center.

"Error 1083" while attempting to start the Security Center service in
Windows XP SP2

wscsvc is the Windows Security Center.
Open a command prompt...
Start | run | Type: cmd | Click OK |
Then type the following command:
sc query wscsvc
And hit your Enter key.
If not installed, you get this...
C:\>sc query wscsvc
[SC] EnumQueryServicesStatus:OpenService FAILED 1060:
The specified service does not exist as an installed service.

I have the problem described in kb919291. However when I try to implement
the solution I find that when I get into Services.msc, the table does not
have an entry for "security centre" I run Windows XP Home and have
installed all the recommended updates including January 2007. Any
suggestions as to why there is no entry for "secuity centre". I use Zone
Alarm Security Suite
