According to FileExt.com, the CEF extension can come from various programs, but I'm going to guess that it is either a SanDisk Cruzer encryption or the mail program encryption since you can't access the files.

Except in the case of ransomware malware, file encryption can't happen all by itself. What were you trying to do before this occurred?
