Sort of. Have a look around SourceForge.com. Search the net for things
like netmon, regmon, filemon, diskmon, etc..

You're likely to be disappointed as there are SO many changes going on
constantly, especially on the boot drive, that it'll be pretty hard to see
anything meaningful. The number of changes will be huge. But look around
and see what fits your purposes; lots of apps available to see what's
changing.
