I'm looking for a way to force a system to log in to a specific account
any time it is at the welcome screen/no account is logged on in Windows
XP. Of course I've found ways to make it log on to a specific account
on startup, but I also want to make it log on to this specific account
when any other account is logged out of.
I know this is possible in a domain via group policy. In that case, it
will log on to a specific account any time the system is started or
another account is logged out of unless the SHIFT key is held. This is
exactly the functionality I want, but without GP/Active Directory.

If you have to register to use that forum or webnews-for-dummies gateway then that is what you have to use to login to continue using that old "forum" account.... It has nothing to do with your actual e-mail accounts (beyond perhaps the initial registration confirmation e-mail sent to you to complete the registration process). ...
