You haven't given us enough information for us to give you focused help. See

In the meantime, here are some things to think about:

1. Did the Security Center ever work? If so, what changed between the time
things worked and the time they didn't?

2. Do you have third-party security/antivirus software that comes with its
own Security Console? Norton and McAfee have this function. If the answer
is "yes", then the XP SP2 Security Center has been disabled by the
third-party security software because when you installed that program you
were asked if you wanted to do this and you said "yes". This is by design
and just fine to leave this way.

3. If you don't have anything described in #2 above, what is the
virus/malware status of the computer? Be sure the machine is clean:
