I have similar problem. I imported the .pfx file but I still couldn't access
encrypted folder/file. If I try to encrypt a plain text, a new key is
generated instead of using the imported key. Any idea what's wrong? Thanks.

When you imported the .pfx file, did you select "Enable strong private key
protection?" If you did, import the .pfx file again and do not select that
option.

Using the Microsoft Documentation I have determined that the lack of
access
to encrypted files is due to the absence of the private key.
I have imported the correct public key, using the utilities in the MMC
console from my backup drive. The correct thumbprint now appears in C:\
Documents and Settings\rgc\\Application Data\Microsoft\System
