Excuse me for calling this a site ~ i have been working on my computer for 3
days trying to fix my problem and i was over excitied when i thought i had
found my answer her.
I did realize that this is a newsgroup.
On to my problem.
I have 2 accounts and both are listed as being as Admin. accounts. the guest
user is turned off.
If what you say is right ~ and i'm not saying that it is not ~ why would i
still get messages that i need to be logged on as the Admin. to change any
settings?
I can not seem to start my computer in safe mode.
And i need to be logged on as the Admin. to be able to fix my print spooler
service.
Any ideas?

This isn't a "site"; it's a newsgroup. I'll give you information about
how to use newsgroups effectively at the end of my post to you.
Go to the User Accounts applet in Control Panel. If you have XP Home,
you will not see the built-in Administrator account (nor will you be
using it - it is for emergencies only and can only be accessed in Safe
Mode). If you have XP Pro, you will see the built-in Administrator
account but you still should not be using it.
Look at the two user accounts you have - it will say whether they are
Computer Administrators or Limited Users. All user accounts with
administrative privileges are equal in XP; if you are logged into an
account with administrative privileges you do not need to log into the
built-in Administrator account to accomplish things.
About newsgroups:
You will get far more out of this resource if you learn to use a
newsreader. There are many good newsreaders for Windows, but you can
use Outlook Express since you already have it. Here are some links to
