That's the problem. the main "Administrator" is disabled and it has a
password on it as well. I know the password but need to re-enable the
account. Is there something in the registry I can do reset?
I'm able to boot off a cd like BartPE for example and can get into a
dos prompt and/or the registry. Just need to know what I can reset?

built in Administrator account. Log in to the Administrator account (it
has no password) and create a new account for yourself with
administrator permissions. Then boot back into Windows and log in with
your new account.
DO NOT touch the built in Administrator...it is your lifeline.
