Boot to Safe Mode. At the Welcome screen you will see the machine's built in Administrator account. Log in to the Administrator account (it has no password) and create a new account for yourself with administrator permissions. Then boot back into Windows and log in with your new account.
DO NOT touch the built in Administrator...it is your lifeline.
