See if you can open mmc by entering mmc in the run box and selecting OK to
see what happens. If you can open it then see if you can add on the snapins
you want to access. If that does not help make sure that mmc.exe is on the
computer and that it has the proper permissions. If you are not logged on as
an administrator try logon an as an administrator. You can also run rsop.msc
on that computer to see if any Group Policy restrictions have bee applied
that may be blocking your access.

MMC cannot open the file c:\windows\system32\devmgmt.msc

This may be because the file does not exist, is not an MMC console,
or was created by a later versionof MMC. This may also be becasuse you do
not
have suffcient access rights to the file.

This problem always occurs for every MMC Console.
