Hi Rob,
Try to assign Port 20 (Inactive) and 21(Passive) TCP on the Windows
Firewall
and also the progrmas that use the FTP feature on your computer in the
Exceptions Tab window.

Hi Rob,
Open the Firewall Control Panel by typing in the Run Command this:
wscui.cpl click [OK] and on the Firewall window click on Exceptions Tab,
there click on Add port .
Port Name: [ Port 20 ]
Port Number: [20 ]
(*) TCP ( ) UDP
The same with 21
Port name: [ Port21 ]
Port Number: [21 ]
(*) TCP ( ) UDP
Be sure these port selected as TCP and the check boxes are selected.
Also try to asign Telnet port *23* to be allowed to connect (if you been
successful try to Disable them and renable them when you need as letting them
open can be a risk if you don't have a robust AV protection Program).
Click Ok after finishing and Reboot for the changes/Settings to be
implemented by the Firewall.

Option:
The last three Check boxes
[ ] Use Passive FTP (for firewall and DSL modem compatibilty) check
this box.
