For non domain computers you best bet is to use the free Shared Computer
Toolkit from Microsoft that allows you to create restricted accounts that
have many GP settings applied to them without affecting other user accounts.

Is it possible to use group policy for individual accounts on a single
computer or is all group policy settings machine pacific and will affect
all
accounts even admin accounts? If I can create different rules for limited
accounts with group policy how do I select the group to apply the
settings? I
want to further limit my limited account to not do many things with the
account that it is able to do as it stands right now. Namely, remove stuff
off the start panel, lock the taskbar, limit what can be done with IE and
