Thanks so much for your help. IT WORKS !!!
The problem was in the network set up. Knowing that it should work made it easier to work through the possible problems. Mine was that I had not set up a gateway. My early attempts with a gateway did not work because of other problems.
Anyway, it works now and I am happy.

Yes.
You should also be able to to the NetBIOS information after issuing...
nbtstat -A IP_address
Make sure the WinXP FireWall is NOT an issue. Disable it while diagnosing the problem.
