You might try booting into Safe Mode to set the permissions and for XP Pro
you need to disable simple file sharing to see the security tab by going to
Windows Explorer and selecting tools/folder options - view and unchecking
the last option for use simple file sharing.

I am having a lot of problems with a Windows XPP laptop, which is not part
of any domain. The symptoms are well described in:

Systems that have changed the default Access Control List permissions on
the
%windir%\registration directory may experience various problems after you
install the Microsoft Security Bulletin MS05-051 for COM+ and MS DTC

The system event log shows a DCOM errors such as:
The server {A1F4E726-8CF1-11D1-BF92-0060081ED811} did not register with
DCOM
within the required timeout.
The problem is that the site I mention does not say what to do with WXPP
to
resolve the problem. ACLs apparently aren't handles the same in XP and
the
Sharing tab in the Registration Properties property *** says "All the
options on this tab are disabled because this folder is used by the
operating
system."
The system has worked well. I am not sure what caused this problem.
I am going to have to rebuild this system from scratch if I can't find a
solution. Some of the things I have read imply I may have no other
choice.
